Abstract: A general formula for the expansion of tensor is proved. The formula is applied to interpret the Stark effect. The matrix elements of Hamilton operator of the quadrupole moment tensor is deduced. The displacement of energy level under exteral electric field is calculated by the method, which agrees very well with the result calculated by standard method.
